OPG Licensing Basis Project

Candesco team members managed and provided technical experts for the OPG Licensing Basis Project. This project included the development of the Analysis of Record and physical updates of the Safety Reports of all OPG and Bruce stations.

Candesco staff led the reorganization of the existing Safety Report structure into a new framework to facilitate efficient updates every three years as mandated by the regulatory authority. Candesco both developed the new framework and applied it to the safety reports for all licensed facilities at Ontario Power Generation. This framework has been successfully applied to two subsequent safety report update cycles at both Ontario Power Generation and Bruce Power.

Included in the Licensing Basis Project was a review of the entire body of written communication with the Canadian Regulator from two years before the first operating license to the present day. This effort covered over 30 years of regulatory interface and involved the review of over 29,000 historical letters and documents and the subsequent identification and dissemination of 54,000 individual regulatory commitments. Candesco staff both managed this project and developed the information technology databases and processes that allowed this effort to be performed in an efficient and robust manner. In addition, Candesco converted the work management database into a full text searchable knowledge repository tool.

Challenge

  • Develop a multi-user database allowing a large team of      reviewers to efficiently extract, record and manage tens of      thousands of commitments identified in these records;
  • Re-organize the 54,000 potential regulatory commitments into      5,000 regulatory commitment “threads”;
  • Set criteria to coalesce the “threads” into 1,300 regulatory      issues.
  • Outcome

  • Information efficiently extracted and organized into a      manageable number of issues.
  • COMMITMENT TRACKING:

    Challenge

  • Managing and tracking the implementation and      institutionalization of solutions for ~5,000 commitments in the      field;
  • 5 different nuclear station sites.
  • Solution

  • Develop an integrated system that produces commitment      packages and tracks them;
  • Packages taken to the actual sites for implementation and      follow-up;
  • Results logged back into database for control and assurance      that commitments were institutionalized at the sites.
  • Outcome

  • The right information reached each of the 5 sites and the      results were logged back, creating a searchable database for      reference assurance of completion.
  • PROCESS INTEGRATION:

    Challenge

  • Managing the knowledge gained;
  • Desire for efficient retrieval of information related to regulatory      commitments going back 30 years and for quick access to      issues and information related to resolution.
  • Solution

  • Convert the commitment and issue tracking databases to a full      text searchable, web-based knowledge management tool;
  • Able to search 30-year licensing history by key word, issue title      or concept;
  • Hyperlink 29,000 documents to the 5,000 commitment threads       to allow the client easy reference to information.
  • Outcome

  • Client able to harness knowledge collected over 30 years and      to easily find information related to regulatory commitments.
