Direction and Management of Licensing Activities for ITER Siting in Canada

Candesco team members provided executive leadership for licensing and EA activities for ITER Canada. Candesco developed a strategy for licensing a first-of-a-kind fusion reactor in Canada and provided related specialized technical services in support of the licensing process.

Senior Candesco staff directed and co-ordinated all activities associated with the licensing of the proposed ITER fusion research facility in Canada. This involved co-ordination of activities among licensing and environmental consultants, and in relation to the engineering groups, the international design team and the Canadian consortium negotiation team. Candesco developed the licensing plan and schedule and acted as the liaison with the Canadian Nuclear Safety Commission.

ITER ENVIRONMENTAL ASSESSMENT:

Challenge

  • Defining ITER as a Class 1A nuclear facility, but requiring a      Screening instead of a Comprehensive EA;
  • Regulator not familiar with magnetic fusion technology;
  • Solution

  • Accept the Class 1A definition as per the regulations, but      engage the regulator from the very beginning on a discussion      to ensure the correct principles were applied to this case.
  • Develop and deliver information material, in collaboration with       international design team to familiarize regulator.
  • Outcome

  • Obtained EA Guidelines from CNSC indicating a Screening EA      requirement
  • ITER ENVIRONMENTAL IMPACT ASSESSMENT:

    Challenge

  • EA process in transition, plus more than one EA      simultaneously at the same site;
  • Derived Release Limit (DRL) calculations using isotopes not      previously considered.
  • Solution

  • Outline intentions and proposed process to regulator for      developing safety case.
  • Maintain constant two-way communication with all      stakeholders (land owner, public, regulator, ITER international      design team, ITER Canada) and get buy-in at all steps.
  • Outcome

  • Public acceptance maintained throughout.
  • Process outline agreed with CNSC, reducing uncertainty in      licensing process.
  • DRL approach accepted by regulator, without compromising      other proponent. Major contribution to the Safety Case.
